I don't understand what you're getting at anymore. Sure a deaf person could write you a letter, because they comprehend the language. Being able to write doesn't always equate to understanding the language, however.

If they are able to write they hsould be able to read. Reading lips is a seperate thing altogether. Sure. All I was saying is that bilingualism is about comprehension. You need to be capable of holding a conversation with another person. I can read German... But my comprehension is minimal, as such...

To be bilingual in both English and ASL, you must be able to speak English and sign ASL. It isn't about reading/writing. I can read and write Hebrew, but I don't understand a lick of it.
