Certain people in a society of humans who have some knowledge of and experience with democracy (and attendant ideas, such as "laissez-faire", "constitutionally limited powers", "innocent until proven guilty", "those are governed best who are governed least", etc.) are going to, once in a while, run into a situation in which the most obvious way to get what they want happens to be against some rule.
I expect that most Adpihi would try to think of a way to get it without breaking any rules. But if they can't think of one, they'd start wondering "Why is that a rule?". If the reason for the rule doesn't strike them as being as important as their reason for wanting their goal, they might just ignore the rule.
More commonly, though, they'll be able to think of a way that won't break that rule but will break some other rule. If they can't think of any way that breaks absolutely no rules, they'll be wondering, "Which rule is more important, and why? Why is the less-important rule a rule?". They may wind up deciding that their goal is more important than the rule.

Also, some people are just not going to want other people examining what they do, telling them whether they approve or disapprove, telling them what they should and should not do, and so on. As long as whatever they're doing doesn't (in their opinion) impact anyone else's rights or enjoyment of "life, liberty, and the pursuit of happiness", these people might prefer not to have any law looking into such things.

So I figure a large portion of Adpihi will be Neutral rather than Lawful, and another portion will tend toward Chaotic. Of course the society, considered as a whole, will have to try to edge away from the Chaotic, towards a Chaos-free Neutral/Lawful mix; but I believe that individuals may be more like 50% Neutral, 33% Lawful, 17% Chaotic or something.

They'll want a "fettered" government. Most of them will be "fettered" most of the time, but many of them will occasionally be "unfettered".

The Nhginhgeqmba are more or less law neutral and good, though on the former one must take into account the lesser importance of rule of law in their society than Occidental society due to the importance of community, shame and persuasion.
