I'm going to interpret this as "[want to give the man money] in the city" rather than "want to [[give the man money] in the city]".

If the person being spoken to wanted to give the man money, but had no real intention of doing so:

昨天在城市里为什么想给那个人

Really, 什么 "what" is the question word, and 为 is a preposition meaning "for", but since 为什么 is equivalent to "why" and there isn't a color code for prepositions, I marked 为什么 as the question word.

Similar situation here: Qué "what" is the question word, and por "for" is a preposition. Likewise, al is a contraction of a "to", a preposition (used here as in English to mark the indirect object), and el "the"; the preposition component isn't part of the indirect object, but I included it anyway because there isn't a color for prepositions.
Edit: Edited because the verb for "want" should almost definitely be in the imperfect and not the preterite.

I think you are fine with just analyzing 为什么 as the question word in its entirety, because as you have stated, it de facto forms a lexical unit. Same occurs for por qué (in French, it is written as one word: Pourquoi).

I'm not entirely sure of the time and place order but it seems to be place-time like English, but I wonder how much of that is influence from English in translations.

Kind of boring ... essentially the same word order as English. Wh-fronting is not universal but occurs with words and phrases meaning "why".

You could also translate "in the city" as ἐγ γόρδοε (en górdoe), but it turns out that σπόλλε triggers some fun allomorphy; the preposition ἐν (en) becomes ἰ (i) through regular sound changes. I'd like to introduce some kind of distinction between γόρδον and σπόλις — maybe one is "city proper" and the other is "city-state" — but I'm not certain what to go with.
